A bench comprising Chief Justice Sanjay V. Gangapurwala and Justice G Arul Murugan heard the case on April 10 and delivered its verdict the same day. In a clear and decisive ruling, the court dismissed all petitions seeking a ban on the film’s screening in the state.
The bench stated that there is no existing law in India that prohibits the exhibition of a film during the enforcement of the Model Code of Conduct. It further emphasised a crucial legal point, the petitioner had not challenged the certification granted to the film by the Central Board of Film Certification (CBFC). Without contesting the CBFC certificate, the court noted, there was no valid legal basis to restrain the film’s release or screening.
During the hearing, the petitioner argued that the film violated provisions of the MCC, specifically Chapter VII, Clause 4. This restricts ruling parties from using mass media to highlight achievements at public expense during elections. The plea claimed that Dhurandhar The Revenge portrayed and glorified the central government’s efforts. Especially in areas such as counter-terrorism and anti-money laundering.

Additionally, another counsel alleged that the film promoted war propaganda against Pakistan and contributed to communal tensions in certain regions. However, the court found these arguments insufficient in the absence of a formal challenge to the film’s certification.
Reiterating the legal position, the bench held that the CBFC certificate remains the primary and binding clearance for a film’s public exhibition. Since no objections had been raised against it through the appropriate legal channel, the court refused to intervene and dismissed the pleas. With this ruling, Dhurandhar The Revenge will continue its theatrical run across Tamil Nadu without interruption.
In conclusion, the Madras High Court’s decision reinforces the legal framework governing film certification and exhibition in India.
